74 SOLAS(14)II-I.29.8.3 - Any main and auxiliary steering gear control system operable from the navigational bridge shall comply with the following: The system shall be capable of being brought into operation from a position on the navigation bridge. Vessel reported that #2 steering gear could not be controlled from the bridge. Until steering gear is repaired and verified the steering gear room shall be continuously manned while in United States Regulated Navigation Area. Two tugs of adequate H/P shall escort the vessel to and from the sea buoy during daylight hours only. Upon embarking the pilot you are required to notify the pilot of the condition. The pilot must concur with operating the vessel.

Vessel submitted Ballast Water report, however, the report did not indicate whether the treatment plant was used or not. While onboard, the master updated the NBIC report to reflect the ballast water onboard had been treated. 33 CFR 151.2060
