A power-driven vessel underway shall exhibit: A second masthead light abaft of and higher than the forward one. Vessel lowered second masthead light to pass under multiple bridges but did not raise back to operational condition after passing under final bridge. Masthead light was found to be in lowered condition when PSCO was on board. 33CFR83.23 - 60c
Action required: 60 - Rectify deficiencies prior to movement

Resolution: Vessel crew raised the second masthead light and returned it to operational condition.
