Found inert gas vapors and condensed product dripping from a blanked flange on the inert gas line in way of the #2 cargo tank. Flammable vapors were detected and product was on the deck creating a sheen.

The alarms required above shall be fitted in the machinery space and cargo control room, where provided, but in each case in such a position that they are immediately recieved by responsible members of the crew. The inert gas control panel in the cargo control room did not produce an audible alarm upon testing the system.

IBC (2016) 11.3.2 staes that "Regular protein foam shall not be used." IBC (2016) 17 (table): Column 1: Fire protection with "A" in column 1 must use "Alcohol-resistant foam or multi-purpose foam." The vessel is authorized to carry IBC Chapter 17 cargoes that require alcohol resistant foam. Servicing report from March of 2020 states the foam is not alcohol resistant. The vessel is not authorized to carry those Chapter 17 cargoes requiring alcohol resistant foam in the U.S. until the foam is proven to be alcohol resistant or replaced accordingly.
