Befor the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. The vessel reported its free fall lifeboat ignition and starter are malfuncioning, causing the vessel's free fall lifeboat to be inoperable.
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure

Resolution: Effective repairs were made to the electric starter motor on the free fall lifeboat, opperational test sat. Class report provided, PTD lifted.
