PSCDO was notified that vessel experienced a loss of propulsion while vessel was transiting to facilty. Vessel is restricted from movement from the pier until satisfactory repairs can be completed and provide class attestation to proper function of Main Engine. 74SOLAS(20) I/11(a) - 60a.c.

Resolution: PSCO reviewed Flag and Class reports. Vessel's Starting air valves on cylinder No. 4 and No. 5 were stuck. All starting air valves overhauled. Main engine tested satisfactory forward/astern.
