"On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level..." Vessel audible bilge alarm at operating station is inoperable, along with visual bilge alarm for parlor. Fix bilge alarms at the operating station.

"A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry: six hand red flare distress signals... and; six hand orange smoke distress signals..." Vessel's red flares are expired. Replace with the appropriate amount of flares.

"Except on a vessel limited to daytime operations, the compass must be illuminated." Vessel's compass is not illuminated. Provide illumination prior to operating at night.

46 CFR § 177.10-5 Fire protection: The general construction of the vessel shall be such as to minimize fire hazards insofar as reasonable and practicable. Marine inspectors found missing fireproof material in the forward engine room overhead. Submit repair plan for approval.

46 CFR § 183.350 Batteries - General: Each battery must be located as high above the bilge as practicable, secured to protect against shifting with the roll and pitch of the vessel, and free from exposure to water splash or spray. Marine inspectors found water in a battery casing on the starboard side of the engine room.

Small unfired pressure vessels which do not fully comply with the requirements of this subchapter may be accepted by the Commandant for installation on vessels subject to inspection by the U. S. Coast Guard, provided: 1. The failure of such unfired pressure vessels will not endanger the safety of the vessel. 2. The internal volume does not exceed 5 cubic feet. 3. The construction complies with the requirements of a recognized code, or tests as prescribed by the Commandant are carried out to prove that the design and fabrication are suitable for the intended application. 4. Such unfired pressure vessels shall otherwise comply with the requirements for plan approval and marking as specified in this subchapter. 2 gal air compressor used for horn on board does not have the ASME stamp and must be replaced within 14 days. 46 CFR 54.01-5(e)

Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. This vessel's COI anniversary date is 09 JUN 2023. It lapsed is latest date to conduct a 1st annual inspection 09 SEP 2024. Schedule a COI renewal through [email withheld] to clear.

Each water light must be of an approved automatic electric type constructed in accordance with subpart 161.010 of this chapter. The light attached to the ring bouy on board was expired.

The master shall determine that the vessel complies with all applicable stability requirements in the vessel's stability letter... The vessel may not depart until it is in compliance with these requirements. Vessel was not found in compliance with conditions of their stability letter for deck cargo. Boom is stored too high off the weather deck.

All valves in the fuel lines shall be tested by operation locally and at remote operating positions. Fuel shutoff valves were found to be inoperable at the time of inspection.

The power fire pump shall be self priming and of such size as to discharge an effective stream form a hose connected to the highest outlet. Fire pump did not build up enough discharge pressure to be considered an effective stream and be utilized for its intended purpose.

The means provided for pumping bilges shall be tested by operation. Vessel's bilge system was inoperable at the time of inspection and inspectors were unable to witness the proper operation of the bilge pump

All vessels except non-self propelled vessels shall be provided with suitable steering apparatus. At the time of inspection, vessel's main steering ram was found actively leaking oil. Replace leaking steering ram.

The general construction of the vessel shall be such as to minimize fire hazards insofar as reasonable and practicable. Wire feed through aft engine room bulkhead on the starboard side require fire stop or a suitable alternative.

Auxiliary machinery shall be suitable in type and design for the purpose intended. Helm pump was found leaking hydraulic fluid at the time of inspection.

Rails or equivalent protection shall be installed near the periphery of all-weather decks accessible to passengers and crews. Multiple stanchions were missing, and rails were not tightened.

A hatch exposed to the weather must be watertight. Hatch to fore peak was not watertight.

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel missed its fourth annual inspection due 14Apr2023.

Examine all accessible parts of the exterior and interior hull to assess the condition of the hull structure. There is a hole through the hull, starboard side, engine room. 46 CFR 176.25-5(a)(1)

Liquid level indicating gages shall be of heat resistant materials and adequately protected from mechanical damage. The liquid level gages in the engine room were constructed of plastic and not protected from damage. 46 CFR 180.20-25(a)(5)

Each opening port light must be constructed so that it can be secured watertight. The port-side port light in the engine room has a crack running through it. 46 CFR 171.116(f)(3)

A vessel of less than 20m must have a sound signal with a range of at least .5 nautical miles. The sound signal is not strong enough to be heard at .5 nautical miles. 33 CFR 83.33(a)

Batteries shall be effectively screened to minimize the risk of accidental sparks through dropping of metallic items on the connections. The battery forward of the generator has no cover. 46 CFR 183.05-20(a)

Wiring joints and splices shall be mechanically secure and made in junction boxes. Wires for the bilge pumps were spliced with electrical tape. 46 CFR 183.05-50(b)

An inspection of the bridge-to-bridge radio stations on board vessels subject to the Vessel Bridge-to-Bridge Radiotelephone Act must be conducted by an FCC-licensed technician. The Safety Radiotelephony certificate was expired. 47 CFR 80.59(a)(2)

Life ring buoys must be approved in accordance with 160.050. Both life ring buoys on the vessel had grab lines that were weathered to the point of breaking and fraying. 46 CFR 180.70(b)(1)

The fuel shutoff valve at the tank shall be operable from outside the compartment. The fuel shutoff reach rod was disconnected from the fuel line valve. 46 CFR 182.20-40(b)(3)

A vessel must carry adequate and up-to-date charts. The charts had not been updated with notices to mariners. 46 CFR 184.420(a)(1)

Provide ground detection.

There are several broken stanchions onboard, these need to be replaced to provide more stable railing. The cables used as courses on the deck rails are not properly spaced, re-run the cables to provide the required 12" spacing.

Provide proper weak link for life floats. Vessel limited to 100ft depth or less until weak link replaced.

Repair replace #11 portside stantion from bow.

Provide proper operation of bilge drainage system.

Arrest leak in way of rear main oil seal for port side generator.

Vessel is fitted with two (02) buoyant apparatus 160.010/78/2. Vessel shall be fitted with lifefloats meeting lifesaving requirements to date. The vessel will have one year to provide lifefloats approved in 46 CFR 180.500(c) and in accordance with the COI.

Remove electrical submersible bilge pump currently not in service IWO void #1, aft centerline

Repair wasted section of strainer on bilge suction pipe located in the forepeak.

Make watertight door for entry into the house watertight. Replace worn and hard gasket and chalk test to the satisfaction of a Coast Guard Marine Inspector.

Crop and renew sections of the shelf that are wasted for the generator foundation mount as discussed with the vessel representative.

Arrest/repair exhaust leak in way of the starboard MDE.

Repair/re-install loose lagging in way of the exhaust on the generator.

Crop and renew sections of deck and bulkhead located on the portside, aft area in void #4 as discussed with the vessel representative.

Provide cotter pins or additional nuts for two (2) bolts servicing the steering ram linkage on both port and starboard side.

Make forward deck hatch watertight in accordance with 46 CFR 171.124 (Old T). Chalk test and hose test hatch to 30 PSI to ensure watertight to the satisfaction of a Coast Guard Marine Inspector.

Make pipe penetration located in the #4 void, aft bulkhead on the starboard side, watertight.

Replace fuel hose in way of ships service generator.

Replace missing lagging in way of starboard main diesel engine.

Replace bottom rail course in way of starboard deck rail.

Submit plans to the OCMI for review and approval of changes to 12 volt electrical system.

Lash paddles to lifefloats.

Determine source of hydraulic leak and make proper repairs to piping in engine room.

Double clamp flex hose on electric bilge pump in lazarette.
