THE VESSEL EXPERIENCED AN EQUIPMENT FAILURE WILE TRANSITING THE NAVIGALBE WATERS OF THE UNITED STATES WHICH ADVERSELY AFFECTED ITS MANEUVERABLILITY AND POSED A HAZARD TO VESSELS AND INFRASTUCTURE ALONG THE HOUSTON SHIP CHANNEL.
