SOLAS (14) II-2/15.2.4.1 - General arrangement plans shall be permanently exhibited for guidance of ship's officers, showing clearly for each deck to control stations, the various fire sections enclosed by "A" class divisions, the section enclosed by "B" class divisions together with particulars of the fire dectection and fire alarm systems, the sprinkler installation, the fire extinguishing appliances., means of access to different compartment. PSCO observed the CO2 battery was labeled incorrectly on the fire control plan.

The condition of the ship and its equipment shall be maintained to conform to the provisions of the present regulations to enusre that the ship in all aspects will remain fit to proceed to sea without danger to the ship or persons on board. While transitting in to port and while mooring the vessel engine failed to respond to bell commands. Fuel oil leakage alarm showed leaks on the high pressure fuel system between the fuel pumps and the high pressure fuel accumulator. Engine response to bell commands while maneuvering is unreliable. 60(a)(c) - SOLAS 74a I/11
