ALL PIPING SYSTEMS INCLUDING VALVES, FITTINGS, AND ASSOCIATED EQUIPMENT FOR HANDLING CARGO VAPORS SHOULD BE TESTED UNDER NORMAL OPERATING CONDITIONS. VESSEL WAS RUNNING THE #2 COMPRESSOR TO COOL DOWN CARGO TANKS AND PIPING. WHILE INSPECTING THE COMPRESSOR ROOM, PSCO OBSERVED A VALVE LEAKING LIQUID CARGO FROM THE #2 COMPRESSOR. VALVE SERVED THE SYSTEM FROM COMPRESOR TO HOT GAS RETURN. VALVE #V220. TEST VALVE TO THE SATISFACTION OF CLASS BEFORE USING #2 COMPRESSOR.

They shall also be permanently marked on the sides of the ship to the satisfaction of the administration. The marks shall be plainly visible and if necessary special arrangements shall be made for this purpose.
