Each vessel vapor connection flange face must have a permanent stud projecting outward, and must be located at the top of the flange face. the starboard forward vapor connection flange did not have a permanent stud. must be rectified prior to conducting cargo operations in a U.S port that requires a VCS. 46 CFR 39.2001(j)

Resolution: Crew replaced flange face with stud.
