Means shall be provided to control leaks of flammable liquids. PSCO observed a steady lube oil leak on the turbo charger L/O valve at appx a drop a second. Lube oil had accumulated around all cylinders of the main engine. PSCO found several oil soaked rags stuffed behind M.E. in attempt to soak up leaking oil.

A portable foam applicator unit shall consist of a portable tank containing at lease 20 L of foam concentrate of the same capacity. PSCO found half empty AFFF container not meeting minimum requirements of code.

Each life raft or groups of life rafts shall be sotwed witha float-free arrangement complying with the requirements of paragraph 4.1.6 of the Code so that each floats free, and if inflatable, inflates automatically when the ship sinks. PSCO noted expired hydrostatic release units on the 02 inflatable life rafts on the port and starboard stern of the vessel.

0715- Fire fighting appliances (Detection)- The function of the fixed fire detection and fire alarm systems shall be periodically tested by means of equipment producing the appropriate tempurature, light, smoke, or aerosol particles having the appropriate range of density or particle size.
