All hatchways in position 1 and 2 shall be fitted with hatch covers of steel or other equivalent material. Except as provided in regulation 14(2), such covers shall be weather tight and fitted with gaskets and clamping devices. PSCO observed water actively leaking out of the hatch cover to the NO. 3 ballast tank. ICLL Annex 1 Reg 16 Code 10C
