FOLLOWING INSTALLATION, THE MASTER, OWNER, OPERATOR, AGENT, OR PERSON IN CHARGE OF THE VESSEL SUBJECT TO THIS SUBPART MUST PROPERLY MAINTAIN THE BWMS IN ACCORDANCE WITH ALL MANUFACTURER SPECIFICATIONS. PSCO'S WERE NOTIFIED BY THE VESSEL'S MASTER THAT THE BALLAST WATER TREATMENT SYSTEM WAS NOT FUNCTIONING AS DESIGNED AND PROHIBITED OPERATION OF THE SYSTEM IN ACCORDANCE WITH THE MANUFACTURERS ORIGINAL DESIGN. THE VESSEL MUST MAKE THE SYSTEM OPERABLE AS ORIGINALLY DESIGNED PRIOR TO DEPARTURE FROM PORT. CG006 33CFR151.2025(a)(1) 17AC

For Tankers of 20000 deadweight and upwards constructed on or after 1July2012 but before 1January2016. The protection of cargo tanks shall be achieved by a fixed inert gas system in accordance with the requirements of the fire safety systems code.
The inert gas system referred to in CH II-2 if the convention dhall be designed, constructed and tested to the satisfaction of the Adminstration, It shall be designed to be capable of rendering and maintaining the atmosphere of the relevant cargo tanks non-flammable. PSCO observed the butterworth cover w the 2P tank was corroded and leaking inert gas into atmosphere. Temporary repair prevented continuous leaking from the hatch cover.

To discharge ballast water into the waters of the United States, the master, owner, operator, agent or person in charge of a vessel subject to 151.2025 of this subpart must either ensure that the ballast water meets the ballast water discharge standard in 151.2030(a), use an AMS as described in 151.2025(a)(3), or ballast with water from a U.S. public water system, according to the schedule in paragraph (b) of this section.
Subject vessel, of keel laid date 14APR2015 and ballast water capacity of 21887 m3, is past its compliance date per the implementation schedule in 33 CFR 151.2035(b). Currently, vessel's installed BWTS is inoperative.
Vessel is not authorized to discharge untreated ballast into the waters of the U.S. without prior written authorization from the local Captain of the Port under the provisions of 33 CFR 151.2040(b).
