The inert gas system shall be capable of inerting, purging and gas-freeing empty tanks and maintaining the atmosphere in cargo tanks with the required oxygen content. Vessel's crew was unable to energize the vessel's inert gas generator and demonstrate it making the required oxygen content.

The function of the fire detection systems shall be periodically tested to the satisfaction of the administration by means to which the detector is designed to respond. 01 flame detector located in the purifier room would not activate or respond to prove functionality of the flame detector. 74 SOLAS (14) II-2/7.3.2
