No repairs or alterations affecting the safety of the vessel or its machinery shall be made unless applicable requirements in this chapter are met. Barge was involved in a collision with Port Isabel Causeway fendering system which resulted in an inset approx 50-60' long x 2-4" deep across the port side shell. Vessel has 12 voids primary damage is in the vicinity of voids 10 & 11. Barge is permitted to transit in accordance with transit plan received on 7/2/23. Barge permitted one time discharge but no cargo operations upon discharge and must proceed unloaded to EMS Houma for permanent repair. No work is authorized to commence until the cognizant OCMI in which repairs will take place has authorized such repairs. 46 CFR 2.01-15
