In addition to the requirements contained elsewhere in the present regulations, ships shall be designed, constructed and maintained in compliance with the structural, mechanical and electrical requirements of a classification society which is recognized by the Administration in accordance with the provisions of regulation XI - 1/1, or with applicable national standards of the Administration which provide an equivalent level of safety. PSCO observed two areas wrapped in plastic bags near engine. When plastic bags were removed, PSCO observed electrical tape wrapped around piping. Chief engineer explained this was due to recent welding repair that was not reported to Class. The Master, Owner, Operator, Agent, or Person in Charge of any vessel equipped with ballast water tanks that operates in the waters of the United States must follow these practices: Remove fouling organisms from the vessel's hull...and dispose of any removed substances in accordance with local, state, and federal regulations. PSCO observed accumulation of barnacles on both port side and stern of the hull. Vessel cleaning in January did not address bio-fouling above present waterline. 33 CFR 151.2050 (f) 40ac
