PSCO observed rescue boat engineer continuously pumping the fuel primer to keep the engine running. While entering port, vessel experienced damage durring mooring. Damage located on starboard sideshell, along Cargo Hold #1, to include 3 insets and 1 pinhole approximately 3 inches in diameter and 8 inches above waterline. 74 SOLAS (2014) I/11(a) - 17 a/c.
