The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids; the ignitability of combustible materials shall be required. PSCO observed leakage and heavy soiling of flashing on main engine and generator, as well as ash accumulation on generator. Satisfactory means for safe passage required by regulation 25-1 (in the form of guard rails, lifelines, gangways, or underdeck passages) shall be provided for the protection of the crew in getting to and from their quarters, the machinery space and any other spaces for essential operation of the ship.
