While transiting Houston Ship Channel vessels experienced a port engine failure.

Systems must be maintained to provide for safe operation of the towing vessel under normal and emergency conditions. Vessel reported damaged/bent rudder; identified bent rudder with divers after experiencing grinding when turning to port. Repair/replace rudder to satisfaction of TPO and USCG. Vessel allowed single dead-ship transit to Houston OCMI zone to effect repair/replacement. Attending TPO may submit survey documentation proving rectification of deficiency for consideration by local OCMI for clearing of deficiency, prior to returning to operation.
