Emergency lighting sources must provide for sufficient illumination under emergency conditions to facilitate egress from each space. The emergency lighting in the machinery space at the emergency escape was inoperable, repair emergency lighting. 46 CFR 143.410(b)

Portable and semi-portable fire extinguishers must be inspected, maintained, and tested in accordance with the inspection, maintenance procedures, and hydrostatic pressure tests required by Chapters 7 and 8 of NFPA 10, Standard for Portable Fire Extinguishers (incorporated by reference, see § 136.112 of this subchapter), with the frequency specified by NFPA 10 and as amended here: Monthly inspections required by NFPA 10 may be conducted by the owner, operator, person-in-charge, or a designated member of the crew. AIS must be maintained in effective operating condition, which includes The accurate broadcast of a properly assigned Maritime Mobile Service Identity (MMSI) number and AIS data fields. The bridge-to-bridge radiotelephone station will be inspected on vessels subject to regular inspections pursuant to the requirements of Parts II and Ill of Title II of the Communications Act. Each towing vessel on a coastwise route must have a line throwing appliance approved under 160.040/ 160.040 requiring 04 lines and charges. Vessel must aquire 03 line throwing appliances.

Fuel valve must be operable form outside the space installed. Emergency fuel shutoff valves are inoperable and seized. Fuel valves need maintenance. 46 CFR 143.260(d)

Each towing vessel must be fitted with a general alarm that activated at each operating station and can notify persons onboard in the event of an emergency. Fire detection panel were disabled and showing faults. Faults were cleared and panel enable by vessel representative. 46 CFR 143.235(b)(1)
