For this purpose, the folllowing requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed lube and hydraulic oil leakage in multiple locations around the main diesel engine.

Every steam pipe and every fitting connected thereto through which steam may pass shall be so designed, constructed, and installed as to withstand the maximum working stresses to which it may be subjected. PSCO observed purifier and boiler steam lines leaking hot air from the flanges. Additionally, the steam drain water from the boiler was damaged and leaking water.

Machinery, boilers, and other pressure vessels, associated piping systems, and fittings shall be of a design and contruction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board. PSCO observed lagging in multiple areas throughout the engine room. Lagging associated with main diesel engine was soaked through with oil.
