Pressure relief valves should be set and sealed by a competent authority accuptable to the administration and a record of htis action, including the valves of set pressure, should be retained aboard the ship. PSCO observed tamper seal broken on #1 cargo tank.

Resolution: Received, reviewed, and accepted class report from Korean Register (KR) stating that the deficiency was rectified. Replaced tamper seal for pressure relief valve on No. 1 cargo tank.

The condition of the ship and it's equipment shall be maintained to conform with the provisions of the present regulations to sensure that the ship in all respects will remian fit to proceed to sea without danger to the ship pr persons on board. PSCO observed port and starboard watertight doors in cargo compressor room unable to be made watertight.

Resolution: Received, reviewed, and accepted class report from Korean Register (KR) stating that the deficiency was rectified. Rubber seal for port and starboard doors for cargo compressor room was renewed and tested for tightness using chalk test.

The control system should also be provided with fusible elements designed to melt at a temperature between 98C and 104C which will cause the emergency shutdown valves to close in the event of a fire. During the deck walk the PSCO observed all the fusible elements to include tank domes and manifold's painted over. Paint coatings on the fusible elements do not meet original design standards.

Resolution: MSU Port Arthur received KRS survey report (HOUS019721) attesting proper correction of the vessels fusible plugs.
