The remote quick acting manual shutdown shall be installed so as to provide a quick and effective means of stopping the engine (such as by cutting off the intake air). The emergency shutdown cable was arranged incorrectly and did not shut down cargo pump engine when activated. Vessel representative was able to correct deficiency and proper shutdown test was completed. Cleared for operation, Action Code 10C.
