A vessel response plan must cover all geographic areas of the United States in which the vessel intends to transport oil, including offshore transit areas. The vessel transited through the Southeast Alaska (SEAK) COTP Zone without a SEAK geographic-specific appendix (GSA) in its Coast Guard-approved vessel response plan (VRP). Vessel must provide a SEAK GSA to the Coast Guard VRP desk for approval or confirmation that the vessel will no longer transit through the SEAK COTP Zone to the COTP in writing within 45 days. Vessel may not transit within SEAK COTP Zone until SEAK GSA is submitted to VRP desk.
