...In considering the design of such design of such equipment and approvals, the Administration shall have regard to the specification recommended by the organization, to avoid wilful manipulation of 15ppm Bilge Alarms, the following items should be included: every access of the 15ppm Bilge Alarm beyond the essential requirements of paragraph 4.2.8 requires the breaking of the seal. PSCO observed the OCM associated with the OWS was found with a broken seal. The condition compromises the integrity and compliance of the OCM in accordance with MEPC.107(49) requirements. The OCM must be recalibrated by an authorized service provider and a new seal properly installed. MARPOL ANNEX I/REG 4.7 MEPC 107(49)4.2.10.1
