The BWMS must be installed IAW 33CFR151.2035(b) of this subpart. Following installation...vessel must properly maintain the BWMS. PSCO found that the BWMS does not function properly in fresh water but does in salt water. This issue is not "unexpectedly unavailable," and has had an issue since installation of system at delivery. Vessel must notify the COTP of their next U.S. port prior to arrival. - 33CFR151.2025
