-1138- LIQUEFIED GASES IN BULK - A certificate called an International Certificate of Fitness for the Carriage of Liquefied Gases in bulk should be issued to a gas carrier which complies with the relevant requirements of the Code. The ship's certificate of Fitness requires MARV setting adjusted to no higher than 7 bar for the port and starboard gaseous fuel deck tanks while carrying ethane. PSCO observed MARV settings adjusted to 08 bar on subject tanks. Vessel currently has ethane heel and is preparing to load ethane into deck tanks. 74SOALS(14CONS)VII/13.1.

This should include procedures for the implementation of corrective action, including procedures intended to prevent reoccurrence. USCG Sector Houston-Galveston identified identical issue regarding MARV setting of deck fuel tanks during COC on JS INEOS INGENUITY in 2017. Evergas subsequently informed CG-HQ (CG-ENG-5) and Sector Houston-Galveston that this issue had been rectified fleet-wide. 03 -2535- DEVELOPMENT OF PLANS FOR SHIPBOAR OPS - The company should establish procedures for key shipboard operations. IGC 13.6.6 requires that fixed gas detection equipment testing and calibration be carried out at regular intervals and suitable span gas onboard. There are no ship=specific procedures regarding the testing of fixed gas detection. Furthermore, procedures from manufacturers provide contradictory guidance. Oldham sensor unit (from new construction) Malfunctioned in 2017 and was replace with Honeywell Sensor Unit. There are no manufacturers instructions for the Honeywell sensor onboard. Cargo [name withheld] states to test with 35% LEL propane, balance N2. Omicron (overall sampling system) stipulates to test with 50% LEL Butane. When PSCO requested to witness function of fixed gas detection system, crew applied 33% LEL propane span gas to sample point in cabinet. System read 77% LEL. PSC office received report from vessel that fixed gas detection system was unable to be properly calibrated. PSC Officers attended vessel, reviewed risk mitigation procedures, and witnessed unsuccessful span gas calibration of system. During attempted calibration, fixed gas detection was unable to detect above 11% LEL with 50% LEL span gas.
