33 CFR 156.170 (f)(3):
No person may use any equipment listed in paragraph c of this section for transfer operations unless the vessel tests and inspects the equipment so that each transfer pipe system must not leak under static liquid pressure at least 1 1/2 times allowable working pressure. The frequency of this test for vessels is annually. PSCO pbserved that the vessel had yaken bunkers here in Baltimore outside of the required testing parameters. The last hydrostatic test on bunker lines was on 18JUL2018.
