"Each vessel vapor connection flange face must have a permanent stud projecting outward that has a 12.7 millimeter (0.5 inch) diameter and is at least 25.4 millimeters (1 inch) long."
Vessel was missing stud in ship supplied reducer for vapor control system.
Deficiency was corrected on the spot, no further actions required.

On 18SEP2019, 24SEP2019, and 26SEP2019 the vessel discharged untreated ballast water into U.S. waters without using the approved Ballast Water Management System
