Lights lights shall be maintained at all angles from 5 degrees above to 5 degrees below the horizon. Marine Inspector observed the mast head light and anchor light on a stanchion that was angled slightly facing the deck impeding the arc of visibility.

Vessel's rescue ladder does not meet the specific guidelines as per Sector St. Petersburg's Work Instruction MPS-WI-SECSP, Rescue Platforms as an Alternative to Rescue Boats on Small Passenger Vessels. Specifically, MI's observed that the rescue ladder was not equipped with an appropriate platform landing of at least 36 X 36 inches.
