The vessel's IOPP form B states teh vessel is equipped with a Jowa Seagurd bilge alarm. PSO observed teh vessel has a bilgemon 488 bilge alarm installed. 16AC, MARPOL Annex I Reg. 6.4.2.

The arrangement on board ship for extraction of samples from the 15 ppm bilge seperator discharge line to the 15 ppm alarm should give a truely representative sample of the effluent with adequate pressure and flow. PSC observed valves instaled on the sample line and numerous crimps in the installed line. PSCO observed effluent exiting the ORM at a rate significantly below the rate of 200/300 liters per hour recommended by the manufactuers instruction manual. 16AC, MARPOL Annex I Reg. 14.7 MEPC 107(49) 6.2.2
