Each vessel vapor connection flange face must have a permanent stud projecting outward that has a 12.7 millimeter (0.5 inch) diameter and is at least 25.4 millimeter (1 inch) long. It must be located at the top of the flange face, midway between boltholes, and in line with the bolthole pattern. PSCO observed starboard manifold fwd vapor connection line missing stud.

All electrical apparatus shall be so constructed and so installed as not to cause injury when handled or touched in the normal manner. PSCO observed engine room hanging light directly aft of the main engine which was chaffing its cable, exposing insulation and coper conductor.

1899-Other(tankers)-Acceptable types of water seals include the wet and semiwet type. Other types of seals may be accepted on a case by case basis if approval is given by the Coast Guard Marine Safety Center. The vessel contains a double block and bleed system in lieu of a water seal and can not demonstrate Coast Guard MSC approval. The vessel provided class approval and MSC has approved the system for sister vessels. 46CFR32.53-10(b)(1) - 50 c.
