Following loss of steering due to a single failure of any part of the piping system or in one of the power units, steering capability shall be regained within 45s. Ship's crew could not demonstrate auto start of standby steering pump upon power failure of the primary pump. Both Chief and 1st engineer stated the standby pump would not start upon power failure of primary steering pump.
Action required: 40 - Rectify deficiencies prior to next US port after sailing foreign
