A propulsion engine control system must be designed so that a loss of power to the control system does not result in an increase in shaft speed. Electronic propulsion controller installed on vessel. QFA and DVTP provided and tested but testing did not meet exactly what DVTP showed. Provide accurate QFA and DVTP in accordance with CVC-Policy Letter 17-07 and re-conduct testing IAW approved QFA and DVTP. 46 CFR 184.620
