Machinery must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel experienced a reduction in propulsion due to an inoperable STBD Marine Gear HP Pump. Vessel shall make repairs to the satisfaction of the local OCMI. 46 CFR 143.205(a)

Resolution: Received tech report stating mechanic resealed front of gear installed new coupling. Test ran and checked pressure and temperature.

Electrical systems and equipment must function properly and minimize system failures and fire and shock hazards. Observed both generators on board to have welding cable installed from the starting batteries to the starters. Replace conductors to appropriate marine grade cable.

Propulsion machinery, including main engines must be maintained to ensure proper operation. While underway conducting drills the vessel lost propulsion due to emergency fuel shut off valve being closed and main engines being air bound. Crew opened up valve and restored fuel source to both main engines.
