The port side fuel tank grounding conductor was found attached to the fuel tank, however, the inspector and crew were unable to verify the grounding conductor attachment to a common ground due to the conductor placement and concealment inside of the hull. A green conductor was found attached to the negative battery terminal. 46 CFR 182.440(b)(4)
