0936-Steering Gear-The ship and equipment shall be maintained to the provisions of the regulations to ensure that the ship remains fit to proceed to sea without danger. While operating the #1 pump(hydraulic) the system experienced a hydraulic lock alarm. Any movement within Sector Columbia River requires tug assistance of adequate horsepower, size and bollard pull. 74 SOLAS(14) Reg 1/11, 17ac.
