13101- Propulsion main engine- The purpose of the regulation is to prevent the ignition of flammable liquids. For this purpose, the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed lube oil main line for exhaust valves located on second deck of main engine with RTV sealant on couplings leaking lube oil with folded aluminum drain with rags at the end. 09232- Working Conditions- Cleanliness of engine room - The ship owners and their crews should apply a program of maintenance and housekeeping. PSCO observed multiple water bottles filled with fuel/ oil as well as oily rags stuffed in the discharge tubes of the purifiers. Also, observed a 5 gallon plastic drum that was filled with oil from bleeding off the incinerator along with containers filled with oils throughout engine room. The termination of sounding pipes are fitted with self-closing blanking devices and with a small diameter self-closing control cock located below the blanking device is opened that oil fuel in not present. 04110 - Abandon ship drills- During an abandon ship drill the crew shall board the lifeboat, properly secure themselves in their seats and commence launch procedures up to but not including actual release of lifeboat. the lifeboat shall then either be free-fall launched with only the required operating crew on board, or lowered into the water by means of the secondary means of launching with or without the operating crew on board. In both cases the lifeboat shall thereafter be maneuvered in the water by the operating crew onboard, or simulated launching shall be carried out in accordance with the guidelines developed by the organization. 99103-Marpol operations-Install and operate a ballast water management system that has been approved by the Coast Guard. Unless otherwise expressly provided in this subpart, the master, owner, operator, agent or person in charge of vessel employing a Coast Guard-approved BWMS must meet the application ballast water discharge standard, found in 151.2030 of this subpart at all times of discharge into the waters of the United States. PSCO observed submitted report and records showing use of Ballast Treatment system but after review of treatment system the records of the system do no match with the entries. Vessel is prohibited from discharging ballast water into United States water. 33CFR151.2025 (a)(1)

Before the Ship leaves Port and at all times during the voyage, all Life-Saving appliances shall be in working order and ready for immediate use. The Stern Launch Lifeboat was unable to start and operate.
