The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. The pilot reported that while proceeding inbound Delaware Bay, DE, the vessel's main engine lost power due to a packing failure of No. 2 cyl fuel oil inlet valve. Priro to movement of the vessel, a causal analysis must be conducted and proper repairs completed, if needed. Coast Guard requires a class report to verify that the deficiency is fully rectified and that vessel is safe to proceed.
