1899-Other(tankers)-PSCO observed multiple cargo tank ullage readings below 95% with vessels high level alarms activated. Local sounding of 9STBD showed tank level at 97.8% and ullage readings at 85.3%. Vessel is not authorized to load cargoes requireing closed gauguing as per COF. SOLAS 74 (2014) VIII/10.2, IBC 13.1.1.1 (a)

Resolution: PSC NOLA received a class report from dnv-gl satisfying the requirement.
