Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. PSCO observed crew unable to conitously run rescue boat engine within 5 minutes. 74 SOLAS 14 III/20.2

Resolution: PSCO observed crew able to start and run rescue boat engine. Engine was able to citinously run and engage in ahead and astern gears after 45 minutes.
