All arrangements used for pilot transfer shall efficiently fulfill their purpose of enabling pilots to embark & disembark safely. The appliances shall be kept clean, properly maintained and stowed, and shall be regularly inspected to ensure that they are safe to use. PSCO observed the rubber step, second from the bottom, was cracked almost to the line on the STBD side pilot ladder.
