Every steam pipe and every fitting connected thereto through which steam may pass shall be so designed, constructed and installed as to withstand the maximum working stresses to which it may be subjected. PSCO observed leaking steam valve stem allowing the release of steam. Leaking valve is in the vicinity of the No.1 Circ. Pump above the purifier flat. 74 SOLAS (14) CH.II-1 Reg 33.1
