PSCO observed the portable foam applicator unit on the tank top deck of the engine room not in the boiler room FCP also states the portable foam applicator unit is to be located on the tank top deck of the engine room. Update portable foam applicator unit location and FCP to the satisfaction of the RO. 74SOLAS(14)10.5.1.2.1, 40a.
