2540: The Company and the ship shall comply with the requirement of the international Safety Management code; The Company should define and document the Master’s responsibility; verifying the specified requirements are observed. PSCO observed the manual main valve on the co2 discharge line closed. When PSCO asked Captain he stated it was company policy and provided email from chartering company stating the valve is to be kept ”close this valve during normal operations”. When PSCO asked the Master who was responsible he said [name withheld] asked C/E, he replied “I think me”. Master could not provide instruction on who was responsible for opening valve.
