After repeated attempts, 01 of 02 Oily Water seperators onboard was unable to produce water to the overboard discharge. Due to a failing 3-way valve, the emulsion continued to circulate through the system.

Resolution: By disabling bilge low-level alarm, Port side OWS was capable of producing an effluent with oil content below 15ppm. After satisfactory test, low-level alarm was restored.
