Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Prove proper operation of machinery, charging and electrical systems prior to the carriage of passengers to the attending Marine Inspector.

The EPIRB test shall be logged or otherwise documented. Provide proof of Logged/record of monthly EPIRB test conducted.

Update Company Drug Free Policy to incorporate the following: a. All non-negative results are reported to the Coast Guard b. Random testing rates are greater than or equal to 50% annually, Testing spread equally throughout the year, All required personnel in the testing pool, statistical based method:46CFR16.230 c. Update policy requiring serious marine incident testing (46CFR 16.240) & 4CFR 4.06 d. Reasonable Cause Testing (46CFR 16.250/33CFR95) e. Employer has Substance Abuse Professional (SAP) name and contact information f. Supervisor (s) received 1 hour (EAP) training & Provide proof of training):46CFR16.401 g. Ensure only Urine Testing is acceptable not oral fluid h. All Positive Rest Records are kept for 5 years: 46CFR 16.260

46 CFR 185.604(c) EPIRB: The name of the vessel must be marked or painted in clearly legible letters on the EPIRB. Mark the vessel’s name on the EPIRB.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination an an internal structural at least once every two years. The owner has informed USCG that the required drydock examination will not be conducted prior to the due date. Vessel is restricted from carrying passengers for hire until a credit drydock examination has been completed to the satisfaction of the attending Marine Inspector.

Your vessel must undergo an annual inspection within 3 months before or after each anniversary date. Vessel owner elected to be placed in INACTIVE status per CVC-WI-018 to expire on 14JUN2021, or upon completion of satisfactory inspection whichever comes sooner. Pending completion of satisfactory annual inspection, vessel is prohibited from carrying passengers for hire.

As per, 46 CFR 181.420, a pre-engineered fixed gas fire extinguishing system must have a means to reset devices used to automatically shut down engines in the protected space. Vessel engines were able to restart without utilizing a reset device.

Vessel master is responsible for ensuring all passengers are given a passenger safety orientation. Vessel Captain and crew do not speak Korean or Chinese, the languages of majority of the vessel passengers. To alleviate language barrier, emergency instructions and passenger orientation shall be translated in different languages.

Provisions must be made for closing all supply and exhaust duct discharge openings for a space protected with a fixed gas extinguishing system. Fire dampers to engine room do not properly secure.

Batteries must be located free from exposure to water splash or spray. Battery box in engine room does not have drainage and allows standing water to remain around batteries.

46 CFR 177.900 Deck rails must withstand a pointload of 200lbs applied in any direction. Bottom runner on port side rail broken. Repair to original condition.

46 CFR 180.70: Ring life buoy found with all around band separated and urethane foam core soaked with water. Ring life buoy to be replaced with new.

46 CFR 179.360(a): A hatch exposed to the weather must be watertight. Watertight deck hatch cover for lazarette with loose gasket separated from flange.

46 CFR 185.100: Unsecured double tier tables on deck tied together with a rope attached to the aft side of ladder well on deck. Crew to remove one of the tables off the vessel and properly secure the other table to the deck of the vessel to prevent shifting.

46 CFR 185.506: MI was informed by attending Captain that the tour agents usually give the emergency safety announcement to the passengers prior to getting underway. O/O to post emergency instructions translated in different languages for clientle from different countries, Korea and China.

46 CFR 177.620/182.465: Make proper repairs to ventilation closure. Closures are of a hinged flapper vent design that closes upward with no mechanical feature to prevent the flapper vents from resetting.
