The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulation to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship and persons on board. PSCO received a report from the vessel of a cooling jacket water leak on the M/E causing a reduction in propulsion which led to an emergency anchoring.
