The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. PSCO observed a missing locking bolt and loose proximity sensor on the No. 1 power pack's suction valve, indicating non-compliance with manufacturer's instructions for proper maintenance.

An IOPP shall be issued to every oil tanker of 150 gross tonnage and above and every other ship of 400 gross tonnage and above. PSCO observed three 3.1 tanks listed on the IOPP, of which the M/E Scavenger Air Box Drain Tank was not listed. PSCO observed multiple entries within the ORB Part I utilizing the aforementioned tank for the collection of oil residues. RO to provide clarification as to the inclusion of M/E Scav Air Box Drain Tank as an approved 3.1 tank.

A SECOND INDEPEDENENT MEANS SHALL BE PROVIDED. UPON ARRIVAL, THE VESSEL NOTIFIED USCG THAT THE EMERGENCY GENERATOR'S SECONDARY MEANS OF STARTING WAS INOPERABLE DUE TO SPRING BEING STUCK. CAPTAIN ADVISED PART SHOULD ARRIVE 18JUN17.
