ALL CONTROL SYSTEMS ESSENTIAL FOR THE PROPULSION, CONTROL, AND SAFETY OF THE SHIP SHALL BE INDEPENDENT OR DESIGNED SUCH THAT FAILURE OF ONE SYSTEM DOES NOT DEGRADE THE PERFORMANCE OF ANOTHER SYSTEM.
